Mission and objectives
The Implementation Working Group on Energy and Resource Efficiency in Buildings (IWG5) is established by the SET Plan Steering Group to support the implementation of the SET Plan in this technology area.
Composed of national representatives from EU and associated countries, along with industrial stakeholders, NGOs, and research institutes, IWG5 promotes renewable energy, energy efficiency, and innovative building technologies, while emphasising resource efficiency, circularity, and the human dimension of the green transition.
The group is organized into two subgroups — Sustainable materials and technologies for energy efficiency solutions for buildings (5.1) and Cross-cutting heating and cooling technologies for buildings (5.2) — and oversees the development of the Common Implementation and Investment Plan (CIIP), which guides priorities and targets for clean, resource-efficient building solutions.

Mission
The Implementation Working Group on Energy and Resource Efficiency in Buildings (IWG5) works to unlock the energy and resource savings potential of the European building sector by accelerating the development and deployment of innovative energy efficiency solutions, sustainable materials and technologies, and circular building solutions.
IWG5 brings together representatives of EU Member States and associated countries, industry, research organisations, and civil society to coordinate research and innovation priorities, support the implementation of the SET Plan, and contribute to Europe’s clean energy transition.

IWG5 and the SET Plan
The Strategic Energy Technology (SET) Plan aims to achieve the EU’s energy and climate goals and make Europe a global leader in clean energy technologies and energy efficiency. It is made up of the SET Plan Steering Group, the European Technology and Innovation Platforms (ETIPs), the European Energy Research Alliance (EERA), the SET Plan Information System (SETIS) and Implementation Working Groups (IWGs).
The IWGs monitor and report progress to the SET Plan Information System (SETIS) on the SET Plan targets and R&I activities carried out at national and European levels. The activities and targets, published in the working groups’ Implementation Plans, are identified in cooperation with national governments and stakeholders (industry and research bodies).

Objectives
IWG5 aims to develop the Common Implementation and Investment Plan (CIIP) in line with the new SET Plan governance. The CIIP will build on the Thematic Vision and the revised Implementation Plan, which was developed and presented in 2025. The last available version of the Implementation Plan can be accessed here.
