Update of the Implementation Plan

The Implementation Working Group on Energy Efficiency in Buildings (IWG5) has updated its implementation plan of 2018. The revised version can be downloaded here.

The Implementation Plan is the main guiding document for the planning of R&I activities of the group describing the technological and non-technological activities that need to be implemented by the SET Plan countries in order to unlock the energy savings potential of buildings. The revised plan takes into account the strategic objectives of the European, REPowerEU and the Green Deal Industrial Plan to reach net zero emissions by 2050.

The updated implementation plan of IWG5  promotes mainstreaming innovative renewable energy and energy efficiency technologies in buildings improving the renovation rate while also considering resource efficiency, circularity and the flexibility potential of buildings. The updated targets of the revised Implementation Plan of IWG5  also aligned with the revised Energy Performance of Buildings Directive (EPBD) and the Communication on the revision of the SET Plan, adopted in October 2023.

Overall, the new Implementation Plan of IWG5 outlines 11 Targets covering the subgroups of IWG5 on Sustainable materials and technologies for energy-efficient solutions for buildings (5.1) and Cross-cutting heating and cooling technologies (5.2). Three new targets were added addressing the following issues:

  • Flexibility potential of buildings to develop the technologies to enable energy flexibility at the building and district level, helping to align energy efficient buildings with the energy system as a whole.
  • Using data driven applications to maximise the reusability and high-value recyclability of materials and building elements at the end-of-life linking energy efficiency of buildings with circularity issues
  • Solar Thermal Systems and PVT

This is the first update of the Implementation Plan of IWG5 focusing on technical aspects which will be followed by a second update covering societal aspects in summer 2025.  The update of the Implementation Plan is supported by the Coordination and Support Action (IWG5-CSA) and supported by various task forces.
