The Implementation Working Group on Energy Efficiency in Buildings (IWG5) has released an updated Implementation Plan, building upon the initial technical update from September 2024. The updated version can be downloaded here.
The revised Implementation Plan of IWG5 outlines both technological and non‑technological measures necessary for SET Plan countries to unlock the energy‑saving potential of buildings. It emphasises the integration of renewable energy, energy‑efficiency, and innovative building technologies, while also highlighting resource efficiency, circularity, and the human aspect of the green transition. The plan supports the EU’s objectives to deliver deep reductions in CO₂ emissions by 2030 and move toward climate neutrality by mid-century.
The plan now embraces over 90 flagship projects, financed through national initiatives as well as diverse European funding programs. It details 11 targets and 9 key Research and Innovation (R&I) activities across IWG5’s subgroups: Sustainable materials and technologies for energy-efficient building solutions (5.1) and Cross-cutting heating and cooling technologies (5.2).
The following targets are addressed:
- Innovation targets 5.1

- Innovation targets 5.2

The update of the Implementation Plan was supported by the Coordination and Support Action (IWG5-CSA) and supported by various task forces. The white papers of the task forces can be downloaded here.
